So if I understand correctly you want to connect to the application server on your computer from your phone? You can check some articles which cover this topic.
Otherwise you can test your effects in our DeepAR Effect Tester app and you can test implementing the mobile SDK with our quickstarts for iOS and Android.
You will need to create the license key for your app in the Developer Portal. I suggest following the documentation for the appropriate platform for all the steps.
